I'm not sure exactly when Google announced this, but it's very interesting. Basically, it's an Integrated Development Environment (IDE) that allows you to build apps for the Android platform with very little programming knowledge. Google App Inventor for Android is currently in BETA, and, based on the signup page to get access to it, it appears that it is primarily aimed for the education market.
